Where should I study abroad in Spain?

I want to go to either Granada or Malaga for the spring semester. I want to go to a small town (Granada) but I also want to be near a beach (Malaga) Having an overall good experience and learning Spanish are the most important things though. Which do you recomend?
Also if anyone knows about ISA or API study abroad programs, which one is better?
